Australian State/Territory Skilled Nomination Status (as of 17 June 2025)

With the 2024–25 program year approaching its end, the majority of Australian states and territories have now closed or significantly restricted their skilled migration nomination programs for Subclass 190 (Skilled Nominated Visa) and Subclass 491 (Skilled Work Regional Visa). Below is a detailed summary of the current status by jurisdiction.


New South Wales (NSW) - Territory Skilled Nomination

Territory Skilled Nomination Status - NSW
  • Status: CLOSED for Subclass 190. The 190 nomination quota was fully allocated by early June 2025. Subclass 491 remained open into early June but reached capacity shortly thereafter.

  • Onshore/Offshore: When open, NSW accepts both onshore and offshore candidates. Eligibility requires at least 6 months’ residence in NSW (onshore) or overseas (offshore).

  • Nomination Allocation (2024–25): 3,000 (Subclass 190) | 2,000 (Subclass 491)


Notes: No further 190 invitations will be issued until the 2025–26 quota is announced. The final round for 491 invitations (Pathway 2) occurred in early June 2025.


Victoria (VIC)

Territory Skilled Nomination Status - VIC

  • Status: CLOSED to new Registrations of Interest (ROIs) as of 29 April 2025 due to high demand.

  • Onshore/Offshore: Accepted both onshore (must be residing in Victoria) and offshore applicants before closing.

  • Nomination Allocation (2024–25): 3,000 (Subclass 190) | 2,000 (Subclass 491)


Notes: Remaining nominations are being filled from ROIs lodged before the cut-off. Priority sectors include healthcare, construction, and education.


Queensland (QLD)

Territory Skilled Nomination Status - QLD

  • Status: CLOSED as of 27 May 2025. No further ROIs are being accepted.

  • Onshore/Offshore: Closure applies to all streams—general skilled, graduate, offshore, and small business.

  • Nomination Allocation (2024–25): 600 (Subclass 190) | 600 (Subclass 491)


Notes: Existing applications will be finalised until the quota is exhausted. Details of the 2025–26 program are pending.


South Australia (SA)


  • Status: CLOSED to onshore applicants as of 29 May 2025. REMAINS OPEN to offshore candidates via SkillSelect.

  • Onshore/Offshore: Offshore EOIs still considered; onshore ROIs closed and being processed by 30 June 2025.

  • Nomination Allocation (2024–25): 3,000 (Subclass 190) | 800 (Subclass 491)


Notes: Extremely high demand: 16,000+ onshore ROIs and 40,000+ offshore EOIs. Offshore nominations continue to be assessed.


Western Australia (WA)


Territory Skilled Nomination Status - WA


  • Status: OPEN as of mid-June 2025 for both 190 and 491 visas.

  • Onshore/Offshore: Accepts both onshore and offshore applicants equally. Job offers may be required for certain streams.

  • Nomination Allocation (2024–25): 3,000 (Subclass 190) | 2,000 (Subclass 491)


Notes: Monthly invitation rounds continue. Priority given to health, construction, and ICT sectors. Application fees waived.


Tasmania (TAS)


  • Status: CLOSED as of 5:00 pm, 16 June 2025. Final phase limited to “Gold Pass” candidates.

  • Onshore/Offshore: Previously open to both. Final ROIs were limited to applicants for critical roles only.

  • Nomination Allocation (2024–25): 2,100 (Subclass 190) | 760 (Subclass 491)


Notes: Nearly all places filled. The program will resume with a new allocation in July 2025.


Australian Capital Territory (ACT)


  • Status: OPEN. Invitation rounds are ongoing (last round held 30 May 2025).

  • Onshore/Offshore: Primarily for ACT residents. Limited offshore invitations (~11%) issued for critical occupations.

  • Nomination Allocation (2024–25): 1,000 (Subclass 190) | 800 (Subclass 491)


Notes: Pro-rata system. As of 30 May, 112 places remained for 190 and 54 for 491.


Northern Territory (NT)


  • Status: CLOSED. The program reached its full allocation; the portal was suspended.

  • Onshore/Offshore: Close to both. Only limited exceptions allowed (e.g., applicants about to turn 45).

  • Nomination Allocation (2024–25): 800 (Subclass 190) | 800 (Subclass 491)


Notes: NT reopened briefly in 2024 for offshore family/job-offer streams but closed again in early 2025.


Reopening is expected for 2025–26 following the announcement of the new quota.


Conclusion: As of 17 June 2025, the majority of jurisdictions have closed their programs due to high demand and quota exhaustion. Western Australia and the ACT remain the only regions currently accepting new applications. Applicants are advised to prepare for the 2025–26 program year, expected to commence from July 2025.
